These well-educated cohorts, female and male, will become vital force in economic development of the nations in Global South and form the backbone of its competitiveness and innovation. This side event intends to convene representatives from multi-stakeholders including top universities, global publishers, NGOs and academics to explore the interaction between Open Science and quality graduate education in Global South under South-South collaborations. Discussions are set around 1) transformative effects of open science to address pressing challenges of graduate education in Global South, especially under pandemic situation; 2) roles of international multi-stakeholders in preparing graduates from developing countries with the required qualities to become researchers nourished by open science; 3) the best practices of current/future collaborative models for quality graduate education in Global South, especially for women; and 4) a global effort for providing inclusive and affordable open data for Global South. This dialogue will forge a consensus over the concept of open science on graduate education in Global South and deliver valuable recommendations on next steps. Speaker: GAO Chao, Assistant Professor, Department of Statistics and the College, University of ChicagoVenue: Tencent meeting ID: 417-340-765 (Code: 13579)Abstract:We fully characterize the nonasymptotic minimax separation rate for sparse signal detection in the Gaussian sequence model with p equicorrelated observations, generalizing a result of Collier, Comminges, and Tsybakov. As a consequence of the rate characterization, we find that strong correlation is a blessing, moderate correlation is a curse, and weak correlation is irrelevant. Moreover, the threshold correlation level yielding a blessing exhibits phase transitions at the \sqrt{p} and p-\sqrt{p} sparsity levels. We also establish the emergence of new phase transitions in the minimax separation rate with a subtle dependence on the correlation level. Additionally, we study group structured correlations and derive the minimax separation rate in a model including multiple random effects. The group structure turns out to fundamentally change the detection problem from the equicorrelated case and different phenomena appear in the separation rate.

Speaker: WANG Xueqin, professor of Statistics at the Department of Statistics and Finance, School of Management, University of Science and Technology of China (USTC)Venue: Tencent meeting ID: 935-419-590Abstract:Best subset selection aims to find a small subset of predictors that lead to the most desirable and pre-defined prediction accuracy in a linear regression model. It is not only the most fundamental problem in regression analysis, but also has far reaching applications in every facet of research including computer science and medicine. We introduce a polynomial algorithm which under mild conditions, solves the problem. This algorithm exploits the idea of sequencing and splicing to reach the stable solution in finite steps when the sparsity level of the model is fixed but unknown. We define a novel information criterion that the algorithm uses to select the true sparsity level with a high probability. We show when the algorithm produces a stable optimal solution that is the oracle estimator of the true parameters with probability one. We also demonstrate the power of the algorithm in several numerical studies.
